In my opinion, Taipei has the potential to become an international city, but was undervalued for some reason, so you would expect to see a more monotonous human landscape in Taipei.
The air is very polluted, like most east coast big cities in China, and the highly commerce orientated spirit sometimes suffocate me. But perhaps as a foreign visitor you might be able to see things in a totally different and fresh perspective.
There's also a special scenery formed by hundreds, or thousands of scooters (see youtube) flocking on the streets in the peak time of traffic. 'Cozily rough' could be best described when you blended in Taipenese's life with the convenient scooter.
