The Foundation for Culture and Civil Society in Kabul still regularly organizes concerts, theatre performances, film screenings and other events in its beautiful but slightly dilapidated headquarters in the Center of Kabul. Their website is rarely updated, but you may contact the director of the FCCS, Timor Hakimyar when you know which dates you will be in Kabul, and ask him if any events are planned for that period.
The FCCS has excellent production facilities, including cameras, editing suites, halls, offices for rent. Timor is a movie producer himself and can really help with anything, from finding sound people to sorting out paperwork with the Ministry of Information and Culture. The producers of The Kite Runner used the FCCS as their base while casting and researching that movie.
One of the most interesting festivals organized by the FCCS is the yearly Gul-e Sorkh (Tulip) festival in Mazar-e Sharif, which takes place around the Persian New Year (21 March). Folk music bands from all around the country and from neighboring countries converge on the Northern city and play in a variety of venues, invariably packed with Afghans that thoroughly enjoy themselves.
Finally, the Foundation also helps Afghan artists travel abroad, and hosts events organized by Afghan artists or researchers living abroad. On the other hand, it has provided a platform for foreign artists visiting in Afghanistan, to expose the Afghan public to foreign culture forms.
